Hawaii Graduated Driver Licensing (GDL) System

Hawaii follows a Graduated Driver Licensing (GDL) system to help teens develop safe driving habits before earning full driving privileges. Here’s how the system works:

AGE

15½+

Hawaii Instructional Permit

Teens can apply for an instructional permit at 15½ years old.

Requirements:

  • Pass a vision test and a written knowledge test at the DMV.

  • Drive only with a licensed adult (age 21+) seated in the front passenger seat.

AGE

16-17

Provisional Driver’s License

After holding an instructional permit for at least 6 months, teens can apply for a provisional driver’s license.

Requirements:

  • Complete 40 hours of supervised driving, including 10 hours at night.

  • Pass a behind-the-wheel road test at the DMV.

Restrictions:

  • No driving between 11 PM and 5 AM, unless accompanied by a licensed parent or guardian.

  • Only one non-family passenger under 18 is allowed.

AGE

17+

Full Driver’s License

At 17 years old, or after holding a provisional license for at least 6 months without violations, teens can apply for a full, unrestricted Hawaii driver’s license.
