Montana’s Teen Licensing Process: GDL Explained

Montana’s Graduated Driver Licensing (GDL) system helps new teen drivers build safe habits through three distinct phases. Each step is designed to gradually increase driving responsibilities while reducing risks on the road.

1

AGE

14.5

Learner’s License

Teens can apply for a Learner’s License at 14½ years old through a state-approved driver education program. If not enrolled in a school program, they must wait until age 16 to apply. To qualify, students must pass a vision and written knowledge exam and provide proof of identity and residency.

While holding a Learner’s License:

  • A licensed parent or guardian must supervise the teen at all times.

  • The learner must log at least 50 hours of supervised driving, including 10 hours at night.

  • The license must be held for a minimum of 6 consecutive months.

2

AGE

15

First-Year Restricted License

After completing the supervised driving period, teens may apply for a First-Year Restricted

License. To qualify, they must:

  • Be at least 15 and complete a state-approved driver education program

  • Or be 16 without driver ed and meet the 6-month holding requirement

  • Pass a behind-the-wheel driving test

Restrictions for this license include:

  • Nighttime driving curfew from 11 p.m. to 5 a.m. (unless accompanied or exempted by work/school activities)

  • No more than one unrelated passenger under 18 for the first 6 months

  • All occupants must wear seat belts

  • No use of mobile devices while driving

3

AGE

18

Full Privilege License

(Age 18 or After 1-Year Restricted License)

Teens who maintain a clean driving record for 12 months can graduate to a full, unrestricted driver’s license. The driver must:

  • Be at least 16 with completed driver ed, or 18 without

  • Have held a First-Year Restricted License for 12 months without violations or suspensions

  • Successfully complete all required tests and maintain valid documentation

This full license comes without passenger or curfew restrictions, granting teens full driving
