South Carolina Graduated Driver Licensing (GDL) System
South Carolina’s GDL program helps teen drivers gain skills and experience gradually. It includes licensing stages with specific requirements and restrictions to promote safety.

Conditional Instruction Permit

Teens can apply after passing a vision and knowledge test. Must be accompanied by a licensed driver age 21+ with at least one year of experience.

Permit must be held for 180 days before progressing.

15½–16

Conditional License

Issued after completing a Driver’s Ed course and 40 hours of supervised driving (10 hours at night).

Nighttime Restriction: No driving from 6 p.m. – 6 a.m.

(Oct–Feb) or 8 p.m. – 6 a.m.

(Mar–Sept) unless with an adult.

Passenger Restriction: No more than 2 passengers under 21 unless accompanied by a licensed adult.

Full License

Eligible after holding the conditional license for one year with no traffic violations.

All restrictions are lifted with a clean record.
