Nebraska’s Graduated Driver Licensing (GDL) Process for Teens

Nebraska uses a Graduated Driver Licensing (GDL) system to introduce teens to driving responsibilities through three structured stages. These help reduce risk and ensure young drivers gain experience safely.

1

AGE

14+

School Learner’s Permit (LPE)

Teens can apply for an LPE at age 14 if they’re enrolled in or planning to take a state-approved driver safety course. This permit allows supervised driving with a licensed adult and is valid for 3 months. Applicants must pass a vision and written knowledge test.

2

AGE

14-16

School Permit (SCP)

Teens living outside a city of 5,000+ can apply for a School Permit. It allows unsupervised driving to and from school or school events within 50 miles. Applicants must have held an LPE for at least 2 months and completed a driver safety course.

3

AGE

15+

Learner’s Permit (LPD)

This standard learner’s permit allows supervised driving with a licensed adult. Teens must pass a written exam and may hold this permit for up to 1 year.

4

AGE

16+

Provisional Operator’s Permit (POP)

To apply, teens must:

  • Be at least 16 years old

  • Hold an LPD for at least 6 months

  • Log at least 50 hours of driving (10 at night)

  • Pass a driving test or complete a driver safety course

POP holders must follow these restrictions:

  • No driving between midnight and 6 a.m. (exceptions apply)

  • Only one passenger under 19 (unless family) during the first 6 months

  • No mobile device use while driving

5

AGE

17+

Full Driver’s License

At age 17, drivers with a clean record and a POP for at least 12 months are eligible for a full license with no restrictions.
