Missouri uses a Graduated Driver Licensing (GDL) system to guide young drivers through three key phases. Each stage ensures teens gain experience under safer conditions before receiving full driving privileges.

15+
Instruction Permit
Teens may apply for a Learner's Permit at age 15 after passing a vision, road sign recognition, and written test administered by Missouri State Highway Patrol. A qualified adult must accompany the teen and sign a permission statement.
If under age 16, the supervising driver must be at least 25 and meet specific criteria. All occupants must wear seat belts.

Intermediate Driver's License
To qualify, teens must hold the instruction permit for at least 182 days, complete 40 hours of supervised driving (including 10 hours at night), and have no alcohol convictions in the last 12 months or traffic violations in the last 6.
License restrictions include:
1 a.m.–5 a.m. driving curfew, with narrow exceptions
First 6 months: no more than one passenger under 19 who is not an immediate family member
After 6 months: up to three under-19 non-family passengers
No texting while driving and all occupants must wear seat belts.

Full Driver’s License
Age 18+ or Within 30 Days of 18th Birthday
Eligibility at age 18 or within 30 days before. You must hold a valid intermediate license and have no recent violations or suspensions. Must pass vision and road sign tests again (if prior results are older than one year).
This full license comes with no supervision or passenger restrictions—provided all prior conditions were met.
