Understanding the Illinois Graduated Driver Licensing (GDL) System

Illinois follows a Graduated Driver Licensing (GDL) program to help new drivers gain experience and reduce crashes among teens. Here's how it works:

AGE

15+

Instruction Permit

Teens may apply for an Instruction Permit at age 15 if enrolled in a state-approved Driver’s Ed program.

Permit holders must always be accompanied by a licensed adult age 21 or older.

A minimum of 50 hours of supervised driving (10 hours at night) is required.

AGE

16-17

Initial Licensing Phase

After completing a state-approved Driver’s Ed course, holding a permit for at least nine months, and completing the required supervised driving hours, teens may apply for an Initial License.

Restrictions:

  • No more than one unrelated passenger under 20 during the first 12 months.

  • No driving between 10 PM and 6 AM (Sun–Thurs) or 11 PM and 6 AM (Fri–Sat).

AGE

18+

Full License

Teens become eligible for a full license after turning 18 and maintaining a clean driving record.
