16+
Learner’s Permit
Teens must pass a vision screening and a knowledge test to obtain a learner’s permit.
Must complete 65 hours of supervised driving (including 10 hours at night and 5 hours in inclement weather).
Must hold the permit for at least 6 months before testing for a junior license.

16½+
Junior Driver’s License
After meeting practice requirements and holding the permit for 6 months, teens may take the driving skills test.
Nighttime Driving Restriction: No driving between 11 p.m. and 5 a.m. unless accompanied by a parent, guardian, or for employment/volunteer purposes with proof.
Passenger Limitation: During the first 6 months, only 1 passenger under 18 is allowed unless accompanied by a parent or guardian. After 6 months, up to 3 passengers under 18 are permitted, as long as the teen has a clean driving record.
Mandatory Seat Belts: All occupants must wear seat belts at all times.

Unrestricted Full License
Teens may apply for an unrestricted license at 17½ if they have:
Completed a Pennsylvania Department of Education–approved Driver’s Ed course
Maintained a clean driving record for 12 months after receiving a junior license.
Otherwise, the junior license automatically converts to a full license at age 18 with no restrictions.
