New Mexico follows a Graduated Driver Licensing (GDL) system to ensure teens gain experience before earning full driving privileges. Here’s how the GDL process works:

15+

Instructional Permit

Teens can apply for an Instructional Permit at age 15 by:

Permit holders must:

  • Drive only with a licensed adult age 21 or older

  • Hold the permit for at least 6 months

  • Complete 50 hours of supervised driving, including 10 hours at night

Provisional License

After meeting all permit conditions, teens can apply for a Provisional License by:

  • Being at least 15½ years old

  • Completing the approved Driver’s Ed program and driving hours

  • Passing the road skills test

Restrictions include:

  • No driving between midnight and 5:00 a.m., unless accompanied or exempted for work/school

  • Only one passenger under age 21 who is not an immediate family member

  • All passengers must wear seat belts

Full Driver’s License

To qualify for a full license:

  • You must be at least 18 years old, or

  • Be 17 years old with at least 12 months of clean driving history on a provisional license

  • Submit proof of driving experience and meet all MVD requirements
