Oregon Graduated Driver Licensing

(GDL) System

Oregon’s GDL program helps teen drivers gradually gain skills and experience under lower-risk conditions before earning full driving privileges. It includes three key stages:

1

AGE

15+

Instruction Permit

Teens can apply for an instruction permit after passing a vision screening and a written knowledge test.

Supervised Driving Requirement: Must complete 100 hours of supervised driving

OR 50 hours if enrolled in an approved Driver Education course.

Must hold the permit for at least 6 months before applying for a provisional license.

Supervising Driver: Must be accompanied by a licensed driver who is at least 21 years old and has held a license for at least 3 years.

2

AGE

16–17

Provisional License

Teens who have held a permit for 6 months, completed the driving requirements, and passed a driving test are eligible for a provisional license.

Night Driving Restriction: No driving between midnight and 5 a.m., except when traveling to/from work, school, or with a licensed adult over 25.

Passenger Restriction – First 6 Months: No passengers under 20 years old unless they are immediate family.

Passenger Restriction – Second 6 Months: No more than 3 passengers under 20, unless immediate family.

These restrictions are lifted after 12 months of clean driving or upon turning 18.

3

AGE

18+

Full License

All GDL restrictions are lifted at age 18, or earlier if the teen has maintained a clean driving record for at least 12 months under the provisional license.
